Duke de Rischeliue, a descendant of the famous French Cardinal (remember the Three Musketeers film?), is considered by locals one of the city’s founders. And rightfully so! He made Odessa the third largest city in Russian Empire and Odessa’s port became one of the biggest commercial ports in the country during his governance. Acting as the city’s governor for 12 years, the Duke was invited to return to France to become a Prime Minister of France and Mayor of Paris. He left Odessa and moved back to Paris where he died. When Odesseans learned about his death they chipped in and created the first monument in the city, the monument to “the Duke”.
